Unified Development Code Update

Woodinville is undertaking a major process to update the development regulations that affect how new development and redevelopment occurs within the city. These development regulations are collectively known as the Unified Development Code and the updates will result in changes to many sections of the code over the next few years. Some of the updates are primarily procedural or minor in nature as they help clarify and simplify the code.  Other updates, such as the permitted uses, represent more significant changes with the stated goal of making the regulations more user friendly.


The first step in the update happened in 2016 when the consolidation of most development regulations under Title 21 of the Woodinville Municipal Code.

The next step is happening now and includes updating definitions and the tables that control where residential, commercial, industrial and other types of uses are allowed in the City.  The goals of this update include:

  • Improve the codes organization and user-friendliness, so that it is more easily understood by people who are not land use professionals. 
  • Modernize the Use Classification System by eliminating the reliance on the North American Industrial Classification System (NAICS) and developing a local classification of uses that allows greater flexibility.

DRAFT CODE CHANGES

Draft code changes for Chapter 21.21- Use and Occupancy are now available for review and public comment.

The Planning Commission is discussing these changes while the City seeks input from the broader community to help us achieve the goals for the update. Please note this work is not a change to the Woodinville Comprehensive Plan.  Land uses in the zoning code must be consistent with the comprehensive plan.

SCHEDULE

The Planning Commission will conduct a series of public meetings to discuss the land use definitions and tables and at least one public hearing to solicit input. City Council will hold at least one public hearing before final adoption.  This is an opportunity to provide input in helping to shape the proposal that will be considered at the public hearing.
